Lashkar-e-Taiba (LeT) operatives in the U.S. engage in covert activities, while simultaneously, in Pakistan, the organization is recruiting young, unmarried, uneducated boys from various cities—individuals who lack family ties. Among them is Mohammed Ajmal Amir Kasab, a 21-year-old from Faridkot, DipalPur, District Okara, Punjab, Pakistan.
Ajmal Kasab’s journey into the dark realm of terrorism began in 2005 during Eid when he, in frustration over a denied request for clothes from his father, left home. Joining forces with his friend Muzaffar Lal Khan, Kasab turned to theft and bribery. During an attempt to purchase a gun in Rawalpindi, Kasab encountered a member of Jama’at-ud-Da’wah, the political wing of Lashkar-e-Taiba. Another narrative suggests that Kasab’s father allegedly sold him to LeT for financial gain, receiving Rs 1.5 lakh after a successful operation.
In total, Lashkar-e-Taiba identified and recruited 32 boys who fit the profile—young, unmarried, and uneducated. Following a brief return home, the recruits proceeded to the third phase, Daura-e-Khassa, the most challenging segment lasting approximately 1.5 months. In this phase, led by new instructors Abu Muavia and Abu Hanzalajo, participants received advanced combat training in the mountainous region of Chehalbandi Hills in Muzzafarabad. A Coordinated Plot
In a strategy reminiscent of the military’s buddy system, the final ten recruits, including Kasab and Ismail, were paired into five teams, known as “budias,” each consisting of two individuals. These teams were meticulously organized to launch a coordinated attack on Mumbai from various directions.
A month later, in September 2008, the selected individuals were secretly transported to Karachi via train and discreetly accommodated in Azizabad Mohalla. Nestled near the sea, this location became the site for their marine training. Under the guidance of a trainer named Hakim Sahab, the recruits underwent a rigorous three-day program encompassing depth understanding of the sea, directional knowledge, nautical miles, fishing skills, swimming, and other maritime techniques. The training concluded with a detailed briefing on the target locations and routes via instructional videos.
International Connections, and Strategic Surveillance
Crucially, the masterminds behind the scenes were two school friends based in the U.S.: David Headley and Tahawwur Rana. Headley, with a U.S. passport and an American appearance, collaborated with Rana, who ran a visa consultancy named First World Immigration Services. Together, they devised a plan to open a branch in Mumbai, exploiting the fact that a U.S. company establishing a branch in India faced no significant obstacles. Notably, the coordination extended beyond Pakistan, involving planning and logistics from the U.S.
David Headley, the principal surveillance operative, visited India multiple times between 2006 and 2008. Using the cover of visa-related work, he extensively documented key targets such as the Taj Mahal Hotel, Oberoi Hotel, The Leopold Cafe, Nariman House, and CST train station. Additionally, Headley engaged in personal connections with Indian celebrities and politicians, furthering his access and information gathering.
Headley’s meticulous efforts extended to capturing GPS coordinates, photographs, and videos, all of which were transmitted to Lashkar-e-Taiba leadership in Pakistan. Computer expert Zarar Shah played a vital role in compiling this information into a detailed presentation using 3D Google maps. The recruits were then briefed on their roles, attack locations, and strategies in a comprehensive manner.
As the final preparations were completed, the operatives awaited the critical date for the Mumbai attack, marking the culmination of a sinister plot with international connections and strategic surveillance.

The Infiltration
On the fateful date of 26th November 2008, the designated attackers, having received detailed instructions from Lashkar-e-Taiba leadership, prepared to unleash terror upon Mumbai. However, as the initial date of 27th September was canceled due to intelligence alerts, the attackers patiently awaited a new directive. On 21st November 2008, Zakiur Rehman Lakhvi announced a fresh plan: the attack would now take place on 26th November 2008.
As the operatives geared up for the assault, they were given Indian clothes, Kalava (sacred threads) on their hands, Indian phones with SIM cards, and instructed to open them only upon reaching India. The recruits received cash, packets of dry fruits, GPS devices, satellite phones, and fake IDs. In a chilling farewell, Lakhvi, Zarrar Shah, Abu Hamza, and Kafa hugged the attackers, wishing them success.
Mumbai Attackers Reach Shore
On the morning of 22nd November 2008, at 7 o’clock, the ten operatives boarded a small boat. After a 1.5-hour journey, they transferred to a ship named AL Hussaini. Spending the night on this ship, they proceeded further. On 23rd November 2008, at 12 o’clock, they spotted a small Indian boat named Kuber. Pretending to seek help for a broken engine, the attackers hijacked the boat, killing three of its occupants and keeping the fourth, Amarchand, alive to show the direction.
The attackers continued their journey towards Mumbai, arriving on the morning of 26th November 2008. At 4 o’clock, the Mumbai skyline became visible, signaling their proximity. In anticipation of potential alerts, they silenced Amarchand, who had been held hostage, and left him at the back of the boat. Upon reaching Badhwar Park in Colaba, Mumbai, the attackers landed discreetly in a fisherman colony.
Avert Detection, and Execute Coordinated Assault
This location was chosen strategically due to its proximity to a sandy slope, making it easy to land, and its inconspicuousness in a fishermen colony, reducing the likelihood of suspicion. The attackers, divided into pairs, were assigned specific targets: CST station, Leopold Cafe, Taj Hotel, Nariman House, and Oberoi Hotel. Two attackers remained in the boat, planning to reach Oberoi Hotel by water for a faster approach.
The attackers executed their plan with precision, infiltrating Mumbai unnoticed and positioning themselves strategically for the devastating assault that would unfold in the hours to come.
