The call came from the number 9104677053, and the person on the other end claimed to be speaking from the Delhi Jal Board (DJB) Head Office. What made the call alarming was the level of detail the caller possessed. Mr. S was addressed by name, and his address, email ID, and mobile number were all known to the caller—details that are typically not available to just anyone.

A False Sense of Legitimacy
The conversation began innocuously. The caller asked whether Mr. S had been receiving proper readings for his water bill. But soon, the tone of the call shifted. The caller mentioned a pending payment of ₹12, stating it needed to be made immediately. He then instructed Mr. S to download an APK file sent to his WhatsApp number and make the payment through it.
Shortly after, Mr. S received a WhatsApp message from 9891233270. The name displayed was “JAL BOARD DELHI,” further reinforcing the pretense. However, a quick glance at Truecaller showed the name registered as “Advocate Ratnesh”, triggering Mr. S’s suspicion.

A Question of Credibility
Mr. S, being a practicing advocate himself, promptly challenged the caller. He openly expressed his doubts about the authenticity of the request and the nature of the call.
It was at this point that Mr. S made it clear that he believed the call itself was a scam. He stated this directly to the caller and immediately disconnected the call.
Swift Action Taken
Recognizing the gravity of the situation, Mr. S did not waste time. He reported the incident to the national cyber fraud helpline 1930. In addition to the call, he also sent formal complaints via email to both the Delhi Jal Board and the Cyber Police, ensuring the matter was on official record.

What makes this incident especially disturbing is not just the attempted fraud, but the source of the data used in the scam. The caller had very specific personal details, which suggests a potential data breach from within DJB systems.
