The Visionary Who Transformed Dubai: Sheikh Rashid bin Saeed Al Maktoum

A Trip to Europe That Changed Everything

In 1959, Sheikh Rashid visited Europe and was greatly inspired by its advanced infrastructure. Realizing the potential of Dubaiโ€™s location, he made a bold decision: he would turn Dubai into a global hub for trade, transport, and finance.

The Strategic Advantage of Dubai’s Location

Dubai sits at a strategic point in the Persian Gulf, bordered by Iran, Iraq, Kuwait, Saudi Arabia, and Qatar. It also serves as a vital connector between Asia, Africa, and Europe. Sheikh Rashid recognized this geographical advantage early on and planned to capitalize on it.

Transforming Dubai Creek

One of Sheikh Rashidโ€™s first major projects was the development of the Dubai Creek. At the time, the creek was shallow and only small boats could enter. He decided to deepen and widen it to allow large cargo ships. This move faced criticism and was considered a financial risk. However, it turned out to be a masterstroke, opening up Dubai to global maritime trade.

Infrastructure Development Against All Odds

Sheikh Rashid didnโ€™t stop at the creek. He invested heavily in infrastructure โ€“ building roads, airports, and ports. Despite facing ridicule for the immense spending, he remained committed. His gamble paid off when oil was discovered in 1966, though in limited quantities compared to neighboring nations.

Using Oil Revenue Wisely

Unlike others, Sheikh Rashid did not rely solely on oil. He famously said,

“My grandfather rode a camel, my father rode a camel, I ride a Mercedes, my son rides a Land Rover, and my grandson will have to ride a camel again.

A clear indication that he believed oil wealth was temporary. So, he invested the oil revenue into long-term infrastructure projects rather than short-term gains.

Independence and the Formation of the UAE

In 1968, the British withdrew from the region due to the high cost of maintaining security. By December 1971, six emirates, including Dubai, united to form the United Arab Emirates (UAE). Ras Al Khaimah joined in 1972, making it a federation of seven emirates.

Building World-Class Ports

Recognizing the need for robust maritime infrastructure, Sheikh Rashid initiated the construction of Port Rashid in 1972. Its success led to the creation of the Jebel Ali Port in 1979 โ€“ which remains one of the largest and busiest ports in the Middle East today.

Creating a Free Trade Zone โ€“ A Game Changer

One of the most revolutionary moves by Sheikh Rashid was declaring the Jebel Ali Port a commercial free zone. This meant no import/export duties, no manufacturing taxes, and complete tax exemption in that area. The result? Dubai quickly became a global favorite for maritime trade, contributing around 24% to its GDP.

Expansion of the Aviation Sector

At a time when Karachi Airport in Pakistan was a major aviation hub, Sheikh Rashid had a different vision. Given Dubaiโ€™s strategic location, he began building multiple runways to attract airlines for refueling and stopovers. Gradually, international airlines began routing flights through Dubai.

The Birth of Emirates Airline

In 1985, Sheikh Rashid launched Emirates Airline, buying planes from Pakistan at higher prices and ensuring government funding with zero taxation. While other national airlines struggled under tax burdens and limited funding, Emirates soared high, quickly outpacing global competitors.

Creating an Open and Welcoming Culture

Despite being a culturally conservative region, Dubai was built to welcome people from all over the world. Sheikh Rashid believed that if ships and cargo were coming from abroad, people would too. To ensure a comfortable experience for foreigners, Dubai adopted more open rules and regulations compared to its neighbors. This inclusive vision continues today under his sonโ€™s leadership.

The Visionary Who Transformed Dubai: The Legacy of Sheikh Rashid

From a humble fishing village to a global powerhouse, Dubaiโ€™s story is one of vision, courage, and execution. Sheikh Rashidโ€™s bold decisions โ€“ from infrastructural investments to creating tax-free zones and launching an airline โ€“ have reshaped the destiny of Dubai.

His legacy is not just in the towering skyscrapers or bustling ports but in the forward-thinking governance and inclusive ethos that defines Dubai to this day.
